Two People Were Injured In A Boating Accident In New Jersey …

AVON, NJ (AP)– State police say two people were hurt when their boat struck a jetty in waters off central New Jersey.

Trooper Christopher Kay says the two injured people, whose names were not disclosed, were in a 20-foot center console boat that struck the north side of the Shark River inlet jetty in Avon around 12:45 a.m. Saturday.

The pair were taken to a hospital for treatment of undisclosed injuries and released later Saturday morning. Kay says they were the only people aboard the vessel at the time of the crash.

The cause of the accident remains under investigation by the state police’s marine bureau.

For kids it’s time to sign up for summer school — sailing school, that is. And if you are near a body of water, chances are good that there is a class offered nearby.

“Sailing skills are taught, but mostly it’s about the sense of independence and self-reliance,” said Brian Ruhmann of the Friends of Belmar Harbor, a community group that offers lessons for youngsters, and adults too.

“Sailing is a life skill,” said Frank Munn of the Fair Haven Sailing Club, known as “The River Rats,” another community group that offers instruction. “It teaches self-reliance and gives a sense of confidence beyond the actual sailing skills.”

Programs vary, and typical age range is 7 or 8 to the teen years. Instruction is mostly aboard small boats skippered by one or two youngsters.

As an example, the River Rats (riverratssailing.org) holds four-week sessions using eight-foot Optimists, 10-foot National 10s, and 14-foot 420s. They are on the Navesink River.

The Belmar group (fobhnj.org) holds two programs on the Shark River. One is a “Discovery Camp,” including sailing, kayaking, and environmental studies. The other, for more advanced students, concentrates on sailing skills and includes technical material related to sailing. The sessions run one-week through the summer.

Many traditional yacht clubs, such as the Raritan Yacht Club in Perth Amboy (ryc.org), offer junior programs.

Figuring the kids have had enough of books during the school year, the summer program is “hands-on” learning aboard the boats, said Gary Myer, who runs the junior program at Raritan. The six-week program is for ages 8 to 18 using Optimists and 15-foot JY15s.

The Nelson Sailing Center (nelsonsailingcenter.com) teaches sailing to youngsters differently than the typical club. The children first sail with an instructor aboard a stable 23-foot Ensign keelboat, said Jenny Nelson, who runs the program. The center is in Island Heights on the Toms River.

They then sail on a larger boat with wheel steering and an inboard engine, and finally sail solo aboard small single-person dinghies. Programs are one-week long through the season.

Many yacht clubs have summer sailing programs for youngsters. Barnegat Bay clubs are members of the Barnegat Bay Yacht Racing Association and are listed at bbyra.org. Other clubs are members of the North Jersey Yacht Racing Association and are at njyra.org.

Club programs differ on availability of boats and whether club membership is required, so you have to check individually.

But the common thread is that sailing is a rewarding experience. “It’s really all about the joy of sailing, and making a lot of good friends along the way,” said Myer, of the Raritan club.

Radio checks

Want to know if your two-way radio is working? Give Sea Tow a call on one of their automatic “radio check” channels. Just pick the channel in your area, place a call saying “radio check” or similar, and if you get through you will hear your message played back.
The program aims to keep radio check calls off Channel 16, the hailing and distress frequency. It was launched last year and expanded this year to cover the East Coast, and more locations are sought, said Kristen Frohnhoefer of Sea Tow.

Henrietta man dies in Thursday boating accident

A Henrietta man died in a boating accident Thursday morning at Waurika Lake in Oklahoma.

According to NewsOK.com, a website produced by The Oklahoman newspaper, Gary Dale Moore, Sr., 54, was operating a 14-foot aluminum boat with an outboard motor when he and a passenger fell into the water. A fisherman rescued the passenger, but Moore was found unresponsive, the Oklahoma Highway Patrol said.

The accident happened at about 10:30 a.m. Waurika Lake is located in Jefferson County, Okla.

BW target to seize 100 boats a year « Kennet and Avon Boating …

Documents provided in response to a Freedom of Information request show that in 2010-2011 BW had a target of seizing 100 “non compliant” boats per year. Monthly reports to management by the BW Enforcement Team in April, May, June, August and October 2010 also show that BW under-estimated the cost of seizing boats, which was around 3,700 per boat, mainly to pay lifting contractors, and as a result was likely to miss its target and only seize 75 in the year to March 2011, despite recouping some of the costs by selling seized boats.

BW has powers to seize sunk, stranded, abandoned and unlawfully moored boats under Section 8(2) of the 1983 British Waterways Act. If your boat is your home, you are entitled through Articles 6 and 8 of the Human Rights Act to defend yourself in court against action under Section 8. The reports also reveal the proposed use of Thames Valley Police to serve enforcement notices at the newly constructed Isis Lock landing in Oxford, which was revealed through another FOI response from Oxford City Council to have been constructed not for safety reasons as was declared in the consultation but purely to prevent boats mooring. The management reports also show that there were large scale errors in the classification of boat sighting data requiring “data cleansing”, and that licence evasion was predicted to rise from 3% to 5.6% over the year. The target of seizing 100 boats a year roughly corresponds with a list of court actions against boaters provided by BW in November 2011 in response to another Freedom of Information request. There are 119 boaters listed as “debtors”, although the reason for the court action is not specified.

The original request also asked “which officers or post holders in British Waterways are duly authorised by the BW Board to institute court proceedings against boaters”.

BW replied: “These include the following: in-house solicitors; appropriate members of Shared Services/ Accounts Department; Mooring Managers; Enforcement Managers and Enforcement Supervisors and Officers. “

The request also asked for “any policy document or other guidance to staff you have issued which sets out the criteria and checks and balances that apply before taking out Court actions against an individual boater” In response, BW supplied its “standard letters which the enforcement team hold along with process flow charts”. In contrast to the listed total of 119 court cases, the January 2012 report by Nigel Johnson, Corporate Services Director, to the BW Board stated: “Moorings enforcement: Of the 1,458 incidents opened for investigation by the Boating Enforcement Team around 334 became active enforcements of which just 6 cases involved the commencement of claims in the County Court. The rest were resolved by boats moving on, lawful moorings being found or boats leaving the network altogether. ”

This would suggest that either Mr Johnson is misrepresenting the situation to the BW Board, or that mooring enforcement is a minor issue and the bulk of the court cases against boaters are related to intentional licence evasion or inability to pay the licence fee. NABO carried out an analysis of BW’s enforcement statistics for 2010-2011 which showed that out of 2204 active enforcement cases, 60% resulted from non-payment of boat licence fees; 16% for non-payment of mooring fees; only 11% (245 boats) were continuous cruising enforcement cases, and 169 boats (7.6%) were under investigation for overstaying on visitor moorings.

A further FOI request showed that between 2008 and 2010 BW did not revoke any boat licences because of unpaid overstaying charges even though not all boats paid overstaying charges that were imposed. BW only pursued Section 8 action against one boat where overstaying charges were imposed, which implies that the licence was revoked for a different reason. This belies BW’s statements that licences will not be renewed until overstaying charges are paid, made in in its 2009 consultations on national mooring policy and local mooring strategies and in its 2011 consultation on the Lee mooring strategy. BW does not have the legal power to withhold a licence for non-payment of a debt for another matter.

Pacific Northwest Boating News: Coast Guard to make a bang on …

Boaters traveling on the Hood Canal Wednesday might see and hear a little more Coast Guard action than usual.

The Coast Guard’s Maritime Force Protection Unit Bangor is scheduled to conduct an on-water exercise from 8 a.m. to 4 p.m. on Wednesday, May 9. The exercise will include boat tactics, security zone maintenance and weapons capabilities.

During the exercise, Coast Guard members will be firing blank rounds to make the experience more realistic. Blank rounds have no projectiles.

The exercise is intended to “maintain and improve qualifications of personnel that are charged with protecting the community, maritime environment and other naval vessels,” according to a Coast Guard release.

There will be a 1,000-yard safety zone in effect during the exercise. A Broadcast Notice to Mariners will be transmitted before, during and at the completion of the exercise. Marine mammal spotters will be on all Coast Guard vessels during the exercise and if any marine mammals are spotted, the exercise will stop or be delayed until the animal moves on.
